They claim that the State, through the Securities Division of the Department of Licensing, negligently supervised Bruntzs activities after having issued an earlier cease and desist order against Bruntz for his illegal investment practices. Thus, they claim that this mishandling of the earlier charge against Bruntz and their loss because of Bruntzs misdeeds makes the State liable for their losses.
